Even with one arm he’s still strong enough to fight on par with KAIDOU. Luffy has trouble with katakuri, a second in command. Impressive, but not on the same level. NettetShanks is arguabilly the 2nd strongest swordsman that lives, and he probably has some pretty insane levels of Haki, considering he’s a Top Tier with no Devil Fruit. Shanks is possibly the worst enemy for Luffy, whithout needing to be stronger (physically) than Kaido. Then when Kaido uses his “Susano’o” it’s noted that it was burning Luffy.
